    The Committee on Health and Human Resources moves to amend the bill, beginning on page one, by striking out the title of the bill in its entirety and inserting in lieu thereof a new title, to read as follows:

“A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §16-9D-11, relating to providing that rolling machines are determined to be illegal except those used in a home without the intent to resell and it establishes a civil penalty for noncompliance.”
